Johor Makes History as Malaysia's First Smart State
Johor has made history by becoming the first smart state in Malaysia, as all 16 local authorities have achieved at least Level 1-Smart City Early Adopter under the Malaysian Smart City rating. This achievement was accomplished five years ahead of the original target, which was set for 2030.
Datuk Mohd Jafni Md Shukor, the chairman of the State Housing and Local Government Committee, highlighted the significance of this recognition. He noted that the success is a testament to the collaborative efforts between various stakeholders, including PlanMalaysia@Johor, the state’s local government portfolio, technical agencies, universities, the private sector, and the local community.
A Milestone in Urban Development
The recognition was presented during World Urban Planning Day and the National Planning Congress (NPC) 2025 in Putrajaya by Deputy Prime Minister Datuk Seri Fadillah Yusof. The event marked a significant milestone in the country’s urban development journey.
Mohd Jafni emphasized that the success of Johor’s smart city agenda is not solely about digitalization but also about modern administration that prioritizes the well-being of the people and sustainable development. This vision is being implemented through the Maju Johor platform.
Key Initiatives Driving the Smart City Vision
Several key initiatives have been introduced to support Johor’s smart city transformation:
- Smart Command Centres: Each local authority has established Smart Command Centres to monitor and manage urban operations efficiently.
- Smart CCTV Cameras: Over 2,000 smart CCTV cameras have been deployed across greater Johor Bahru to enhance public safety and security.
- Smart Traffic System: A smart traffic system has been implemented to reduce congestion and improve mobility within the state.
- Air Sensors: Air quality monitoring systems have been installed to provide real-time data on environmental conditions.
- Digitalisation of Business Licences: The process of obtaining business licenses has been streamlined through digital platforms.
- AI-Driven Smart Waste Management: Artificial intelligence is being used to optimize waste collection and management processes.
Sustainability and Green Initiatives
In addition to technological advancements, Johor is actively pursuing the Johor Green Deal agenda. This includes:
- Expanding Electric Vehicle (EV) Charging Infrastructure: The state is investing in EV charging stations to promote the use of electric vehicles.
- Green Energy Management: Government buildings are being upgraded to enhance energy efficiency and reduce carbon emissions.
- Promoting Low-Carbon Lifestyle: Public awareness campaigns are being conducted to encourage residents to adopt a low-carbon lifestyle.

Mohd Jafni stated that this success demonstrates the power of leadership grounded in vision and action. He added that technological progress can be aligned with human values and social well-being, ensuring that the benefits of smart city initiatives reach all segments of society.

Johor Menteri Besar Datuk Onn Hafiz Ghazi highlighted that the state’s recognition as a smart city will act as a catalyst for the digital economy. He emphasized that the achievement showcases the effectiveness of the implementation strategy and provides a strong foundation for strengthening the digital ecosystem and urban governance.
This recognition also supports the Johor-Singapore Special Economic Zone (JS-SEZ), positioning it as an engine for regional economic growth. With its commitment to innovation and sustainability, Johor is setting a new benchmark for urban development in Malaysia.
