Overview of Mitra's 2025 Budget Allocation
The Malaysian Indian Transformation Unit (Mitra) has allocated its entire 2025 budget of RM100 million to implement 34 initiatives under the socio-economic development programme for the Indian community. This significant financial commitment highlights the government’s focus on addressing the needs and aspirations of the Indian community through targeted programmes.
Key Areas of Development
Deputy entrepreneur development and cooperatives minister R Ramanan, who oversees Indian community affairs and Mitra, outlined that the programmes focus on four key areas of development:
- Education and Training: Initiatives aimed at enhancing educational opportunities and vocational training for the Indian community.
- Entrepreneurship and Careers: Programmes designed to support and promote entrepreneurship among individuals and small businesses.
- Spirituality and Culture: Projects focused on preserving and promoting the cultural and spiritual heritage of the Indian community.
- Social Well-being: Efforts to improve the overall well-being of the community through various social support systems.
Specific Programmes and Allocations
Among the notable initiatives are:
- Dharma Madani Programme: A programme dedicated to Hindu temples and community centres with an allocation of RM20 million. This initiative aims to enhance the facilities and services provided by these institutions.
- Upgrading Equipment and Furniture: A project to upgrade equipment and furniture at Tamil national-type schools with an allocation of RM12.8 million. This will ensure that students have access to better learning environments.
Ramanan mentioned that all these programmes are currently at the fund disbursement stage and are expected to be completed by next month. This timeline reflects the urgency and importance of these initiatives in addressing the community's needs.
Additional Support Programmes
In addition to the above initiatives, there are other programmes designed to provide direct support to specific groups within the community:
- Minor Maintenance Assistance: A one-off assistance programme for the minor maintenance of homes belonging to B40 plantation workers with an allocation of RM10 million. This initiative aims to improve living conditions for those in need.
- Dialysis Subsidy Assistance: A programme amounting to RM10 million to benefit more than 1,000 dialysis patients. This subsidy is crucial for ensuring access to essential healthcare services for those requiring regular treatment.
Transparency and Accountability
To ensure transparency and accountability, Ramanan stated that all approved programmes are being carried out based on the management guidelines approved by the Prime Minister’s Department. This ensures that spending is orderly and transparent.
Furthermore, Ramanan instructed Mitra to display the list of recipients of all the initiatives on the official Mitra website. This move allows the community at large to check the list of beneficiaries, reinforcing the government’s commitment to openness and transparency.
Historical Context and Future Plans
Ramanan also highlighted the historical context of funding for Mitra. Previous governments had set aside more funds for Mitra to roll out the food basket programme. For instance:
- In 2020, the government allocated RM6 million for the initiative.
- In 2021, a sum of RM14 million was set aside.
- In 2022, some RM4.6 million was allocated.
- However, only RM804,000 has been allocated for 2026.
This trend indicates a shift in funding priorities, which Ramanan explained as part of the current year’s programme implementation. The programme was implemented in two phases:
- First Phase: An allocation of RM500,000 distributed to 5,100 recipients.
- Second Phase: An allocation of RM304,000, to be distributed before the end of this year.
These phases reflect a structured approach to ensuring that the allocated funds reach the intended beneficiaries efficiently and effectively.
